Drones should not fly over school yards.  They should not be flying over sports stadiums.  They should not be flying over large public gatherings.  These things should be permitted if they have permission, but there are safety, privacy concerns to consider.

If people pay to watch the Superbowl, some nerd with a drone should not be flying in for a look for free.  How do you stop that?  It probably can't be shot down without endangering the spectators.  What if a terrorist has a bomb on it?

Still, you want a high school football coach to be able to fly a drone over the game to film the kids at play.  But how do you allow that and prevent others?  If the police fly a drone over a riot, how do you prevent the rioters from flying one over the police lines?  There are many good things drones can do, but there is a possibility for abuse; that's the view from the Hysterical Right Wing.
