Drones on Public Property

A drone that causes harm should be the responsibility of the owner.  If it crashes and hits someone, or if it causes someone to swerve their car and crash, or if it interferes with air travel, the owner or operator should be held responsible for the loss of the victim.

I think they generally should not fly over private property without permission from the owners.  No one likes to be spied upon.  No one should have clouds of drones buzzing around their house, the noise bothering the baby, the dog, or the homeowner.

They should generally be allowed to fly around anyplace the public is allowed to go in their cars.  So they should be able to fly along streets and roadways, but there should be an altitude restriction.  They need to be high enough to avoid electrical and telephone lines.  They should be low enough to avoid police helicopters; that's the view from the Hysterical Right Wing.
