US Navy

In the Second World War the US Navy had over 200 submarines built for it.  Today in the next 15 years the Navy is contracting for the construction of a few dozen submarines.  People will argue that submarines today are more capable then they were in WWII and they would be right.

Still, numbers have a value that transcends technology.  You can't have submarines in three places if you only have one submarine.  Certainly, nuclear missiles mean that submarines can destroy cities almost anywhere in the world.

Cruise missiles can help support the land war and take out enemies who are not close to shore.  Yet, it is proximity that is important for many of these weapons.  Venezuela, North Korea, China, the Middle East, the Baltic's, the Mediterranean Sea are all places where US Navy submarines might be needed.  We need a larger navy; that's the view from the Hysterical Right Wing.
