Homeless people wander the streets of every large town in America.  They are everywhere.  Shuffling along, pushing a shopping car, mumbling to themselves.  They are disheveled, dirty and smelly.  They often live by doing petty crimes or on charity.  They urinate and defaecate in public.

The homeless are often victimized.  Other homeless people are the largest perpetrators of crimes against the homeless.  They steal from each other.  They fight one another.  They commit sexual crimes against the women and young people.  They suffer from cold, and heat, disease and wind and rain.

It's not a crime to be homeless, but what if it was?  Perhaps being homeless should be a low level crime.  It would give police an opportunity to take people into custody and send them to a minimum security facility, that's the view from the Hysterical Right Wing.
