Cat & Mouse 

Japan has had to scramble military jets to warn off the intrusion of Communist Chinese aircraft over some small Japanese islands that the Communists also claim.  This is typical Communist behavior.  Probe the defenses to find out information on the resolve of their enemy.  If the Japanese send up planes it tells the Chinese they care about the islands. 

When they send up the planes tells the Chinese how far away the Japanese can detect their aircraft and how rapidly the Japanese can decided to scramble jets and how long it takes for those jets to arrive over the islands.  This information tells the Communists how much time they have over the islands before Japanese air support arrives. 

All of this information is important if you plan an invasion.  It also keeps the Japanese on alert all the time.  It makes their pilots and rader technicians jumpy and wears out their equipment.  It causes operational accidents and increases the cost of the islands to the Japanese.  Japanese costs are much higher than Chinese costs and the Japanese military much smaller.  This could go on for decades, or weeks and the price of a mistake could be war; that's the view from the Hysterical Right Wing.
